> Drax, Brookfield and Radiant plan a GW-scale AI data centre at Drax Power Station. The £20bn is Brookfield's estimate of potential investment including chips. Phase 1 is 100MW, still needs planning, a tenant and final investment decisions.

## TL;DR

- Drax, Brookfield and Radiant agreed to develop an AI data centre at Drax Power Station, using **4GW** of grid access and **2.6GW** of dispatchable generation.
- Phase 1: up to **100MW** from grid power, targeting commercial operations from early 2028, with Brookfield estimating an initial **£2.5bn**.
- Phase 1 still needs **planning, regulatory and network approvals**, a tenant and each party's **final investment decision**.
- The **£20bn+** is Brookfield's estimate of total potential investment, including chips. It is not committed capital.
- Phase 2 is an ambition for **500MW** behind the meter between 2028 and 2031. Drax shares rose **8.8%**, per CNBC.

The UK has a new contender for one of its largest data centres, and a headline number that sounds bigger than the commitment behind it. What has been signed is a partnership to develop a site. The £20 billion figure is an estimate of potential spending if every phase is built, including the chips.

# What was announced

Drax's [stock exchange announcement](https://www.drax.com/news/strategic-partnership-for-gw-scale-data-centre/) says it agreed to develop a partnership with Brookfield and Radiant, Brookfield's UK-headquartered AI infrastructure platform, for a data centre on the Drax Power Station estate in North Yorkshire. Capital comes through a Brookfield–Qai joint venture. The site has about 4GW of grid access and 2.6GW of dispatchable generation.

- **Phase 1:** up to 100MW using grid power, targeting commercial operations from early 2028. Radiant will try to secure anchor customers before construction starts. A planning application is being prepared, with public consultation expected to begin in November 2026.
- **Phase 2:** an "ambition" for 500MW between 2028 and 2031, powered behind the meter by Drax's own generation under a long-term PPA, subject to consents. Drax's 2025 Contract for Difference already includes a mechanism to request up to 500MW for a data centre, subject to agreement with the UK Government and the Low Carbon Contracts Company.
- **Phase 3:** further capacity after 2031. Together the phases could reach gigawatt scale.

# The conditions

Drax says Phase 1 is "subject to the necessary planning approvals," regulatory and network approvals, "securing an acceptable tenant for the project," commercial agreements, and "each party taking a final investment decision." [CNBC](https://www.cnbc.com/2026/11/03/brookfield-ai-data-center-yorkshire-drax.html) puts the conditions the same way and reports that Drax shares rose 8.8% in early trading. [BBC News](https://www.bbc.com/news/articles/c6gm0kd88de3o) described the project as having "secured £20bn backing". Drax's own press-release headline also says "£20bn partnership", but its stock-exchange announcement says Brookfield "estimates that total potential investment, including semiconductor chips, could exceed £20 billion."

# The pushback

The BBC quotes Owen Espley of Global Action Plan, who said the extra demand would "make it impossible" to meet clean energy targets. His group wants a moratorium on new projects. A government spokesperson pointed to the new Data Centre Covenant on water use, energy costs and community benefits.

# Our read

Reusing a power station's grid connection and generation is the smartest available answer to the UK's grid-connection queue. CNBC notes reports that Microsoft pulled out of anchoring an Nscale site near London amid grid-connection delays. But until there is a tenant and a final investment decision, this is a 100MW option, not a gigawatt campus. Watch the November consultation and any anchor-customer news.
