> Mistral raised €3 billion at a valuation above €21 billion, led by Samsung and co-led by the Commission-founded Scaleup Europe Fund, to fund compute for a pitch built on customer control, eight days after narrowing who is opted out of model training by default.

## TL;DR

- **Mistral** raised **€3 billion** in a Series D at a post-money valuation above **€21 billion**, up from **€11.7 billion** a year ago. **Samsung Electronics** led, with the Scaleup Europe Fund and PSG Equity as co-leads.
- The **Scaleup Europe Fund** was set up by the European Commission, targets **€5 billion** and is managed by EQT. Mistral is its **third** investment, which puts public European money in the lead group of the round.
- Mistral sells control over data, models and compute, and EQT says it targets **a gigawatt** of European capacity. Eight days before the raise, Mistral's help center stopped listing Team-plan and pay-as-you-go API customers as opted out of training by default.

On September 8, **Mistral** [announced](https://mistral.ai/news/mistral-makes-sovereign-open-weight-ai-to-frontier/) a €3 billion Series D at a post-money valuation of more than €21 billion, which it calls "the largest equity fundraising round ever completed by a European technology company." Samsung Electronics led. The two co-leads were existing investor PSG Equity and the Scaleup Europe Fund, a vehicle the European Commission founded and EQT manages. A year ago Mistral's [Series C](https://mistral.ai/news/mistral-ai-raises-1-7-b-to-accelerate-technological-progress-with-ai) valued it at €11.7 billion, so the price nearly doubled in twelve months.

Two things set this round apart from the usual AI megaround. A fund created with EU money sits in the lead group, and the company is not selling a benchmark lead. It is selling control: over where data sits, which model runs and who owns the compute. The week before the money arrived, Mistral's own help center showed that control comes with a contract tier.

# Who wrote the checks

Mistral's announcement lists Advent, funds and accounts managed by BlackRock, and the Grand Duchy of Luxembourg as new investors. Returning backers include a16z, ASML, Belfius, BNP Paribas CIB, Bpifrance, Carmignac, DST Global, Eurazeo, General Catalyst, Headline, Hillspire, Index Ventures, Korelya Capital, Lightspeed, NVIDIA and Salesforce Ventures. The company says it now operates in 20 countries and serves more than 125 enterprises, naming Airbus, ASML and HSBC.

The lead investor is also a customer. [Samsung's announcement](https://news.samsung.com/global/samsung-and-mistral-ai-announce-strategic-partnership), made at the South Korea-France state summit in Paris, says it will put Mistral's models, including Mistral Large, into its semiconductor operations as "customized on-premises AI models" for defect detection and equipment optimization across memory and logic chips, with data kept "entirely within the boundaries of Samsung's semiconductor infrastructure." Samsung describes its stake as a "strategic equity stake to support long-term technology collaboration." Mistral's own release makes the industrial pattern explicit: ASML led the Series C and Samsung led the Series D.

The co-lead is what is new. On August 4, [Dealroom reported](https://dealroom.co/news/142876-eu-establishes-5b-scaleup-europe-fund-with-eqt-as-manager/) that the European Commission had completed the final legal steps to establish the Scaleup Europe Fund, which targets €5 billion, pairs the EU's money, backed by Horizon Europe, with private investors such as Novo Holdings, EIFO, CriteriaCaixa and Allianz, and leaves investment decisions to EQT as manager. EQT's [investment note](https://stories.eqtventures.com/articles/mistral-ai-europe-s-full-stack-ai-champion) says Mistral is the fund's third investment and cites European Investment Bank data that 82% of EU scale-up deals from 2013 to 2023 had a foreign lead investor. The fund exists to change that number, and its third deal puts it beside a Korean lead in Europe's largest AI round.

# What the money is for

Mistral's release says the round will "significantly expand Mistral's frontier research" and let it "scale its compute capacity for training powerful models." EQT's note puts a figure on the compute ambition: Mistral is "targeting a gigawatt of capacity in Europe over the next few years," aimed to be "Europe's largest AI campus outside of Paris." That fits what AFP [reported in July](https://www.enca.com/business/microsoft-strikes-deal-mistrals-ai-computing-power): Mistral is putting €4 billion into data centres in France and Europe, with one site running near Paris and another under construction in Sweden, and it targets 200 megawatts by 2027 and one gigawatt by 2030. The same report said Microsoft had agreed a "multi-billion-dollar" deal to rent infrastructure from Mistral, with neither side disclosing the value.

The demand side was set up in August. On [August 11](https://mistral.ai/news/regional-inference-open-models-new-compute/), Mistral launched European Compute Units, which turn multi-year commitments from an "anchor group of enterprises" into access to Mistral-built capacity, with endorsements from the chief executives of Amadeus, ASML, Capgemini, Caisse des Dépôts and CMA CGM. It also said its platform would support third-party open models, "starting with Z.ai's GLM-5.2," on the same regional controls as its own. A Mistral customer can therefore buy European hosting for a Chinese model, the same family whose [flagship went open weight](/posts/2026-08-28-glm-5-3-goes-open-weight/) twelve days ago.

The strategy statement explains why that is consistent. Mistral calls itself "the only AI company in the world building the full stack": open-weight models, the compute they run on and the products around them, so customers are "never locked into a single vendor's roadmap, pricing or availability." EQT adds that "recent US export restrictions on frontier models," the shutoff this publication [covered in June](/posts/2026-06-14-export-control-frontier-model-shutoff/), are "further reinforcing demand" for sovereign alternatives. The bet is that buyers will pay for control at least as readily as for capability.

# The control on the price list

The release promises that organizations can build on Mistral "without exposing their most valuable data, workflows and institutional knowledge to anyone outside their own walls." Eight days earlier, on August 31, Mistral revised the [help-center page](https://help.mistral.ai/en/articles/455207) that sets its training defaults. The archived August 29 version said "Users of Team plan or Enterprise plan are opted out of training by default," and that API "Customers with pay-as-you-go enabled are opted out of training by default." The revised version says Vibe "users are not opted out by default," names only Vibe Enterprise customers as opted out by default, and replaces the pay-as-you-go line with a statement that customers "have the right to opt out at any time." It also warns that the Vibe and API toggles are separate. The page drew [443 points on Hacker News](https://news.ycombinator.com/item?id=49535284) within a day.

None of this contradicts the sovereignty pitch, which was always aimed at enterprise and public-sector buyers who sign contracts. It does show where the guarantee lives. Data stays inside the customer's walls by default at the Enterprise tier, on Samsung's own servers, or after someone flips a toggle. On the raise's own [Hacker News thread](https://news.ycombinator.com/item?id=49605767), which had 816 points and 572 comments by the next morning, the top reply argued that Mistral should not want ["to be in a benchmark arms race with China"](https://news.ycombinator.com/item?id=49606330) when it can "make money and deploy sovereign AI compute in Europe." Another commenter wrote that Mistral's speech and OCR models were strong but ["their LLM models are sadly not competitive at all."](https://news.ycombinator.com/item?id=49606808)

That split is what the €21 billion prices. Investors, including the Commission's fund, are paying for a company that sells controllable infrastructure today and promises frontier research with the proceeds. The gigawatt is a plan, the compute units are commitments, and the strongest privacy defaults belong to the customers who pay for the Enterprise tier.
